PayPal have a two part login system, known as 2-step verification, which if you have not got it activated you should. Some people who might not be using PayPal to often, might forget its activated.
How it works
If you go to login and gave your email and password, PayPal will then send a code to a phone number that you have previously registered with PayPal.
When you receive the code on your phone, you will type it in to the tab that and hit continue if its the correct code, PayPal will know its you and log you in.
